CRLDP support, and assorted byg fixes, from Michael Rozhavsky.

Clean up the "Error processing TLV" error messages to

	1) indicate the type of TLV

and

	2) indicate the type of error.

Clean up white space.

Make routines static if they're not used outside this file.
