[layer23] Fix of LAPDm when handling "timer recovery state"
Sylvain found out that the state was not cleared when receiving an RR response with F-bit == 1. The missing handling is now added and tested. Furthermore there is a minor fix to prevent underflow when resending last frame in "timer recovery state".
