This saves many dissectors the need to find the data dissector and store a handle to it.
There were also some that were finding it, but not using it.
For others this was the only reason for their handoff function, so it could be eliminated.

Add a CF_FUNC macro to match VALS, TFS, etc. This should help us to avoid
the following warning:
warning: ISO C forbids initialization between function pointer and 'void *' [-Wpedantic]
We could start adding DIAG_OFF+DIAG_ON everywhere but this seems to be
more consistent with the other macros in proto.h. Update each instance
of BASE_CUSTOM to use CF_FUNC.
Adjust a dummy variable name generated by asn2wrs.py that was triggering
an invalid error in checkhf.pl.
Fix an encoding arguement in packet-elasticsearch.c found by
fix-encoding-args.pl.

Turns out the special values 1023/1022/1021 can happen in any group
and not just the last one.
The last one is still special though with codes [1100->1209] being
exclusive to it.

The spec doesn't always match 100% reality. In this case it seems some
manufacturer implemented NULL GPS position with longitude.

No need to do sign extension manually, the core code now supports
signed integers with bitmask and it will do the sign extension.
Not sure if that was always the code, but it works now.
This also have the advantage that the real value 'seen' by wireshark
when applying filters is the real signed value.

Specifically:
- Set packet.h to be the first wireshark #include after
config.h and "system" #includes.
packet.h added as an #include in some cases when missing.
- Remove some #includes included (directly/indirectly) in
packet.h. E.g., glib.h.
(Done only for those files including packet.h).
- As needed, move "system" #includes to be after config.h and
before wireshark #includes.
- Rework various #include file specifications for consistency.
- Misc.
