Fix some unnecessary string truncations that look bogus to me. Forcing a given UTF-8 byte length for no reason will in most cases produce encoding errors. Fixes #18548.

check_dissector_urls.py was written and used to find URLs within epan/dissectors/*.c and try to fetch them using 'requests'. Will be commmitted separately. Most of the changes were to adapt to reorganisation of IETF or 3gpp2 links, but many of the broken links are for websites or companies that no longer exist. They already know who they are when they register themselves. Saving the handle then to avoid finding it later. Not sure if this will increase unnecessary register_dissector functions (instead of using create_dissector_handle in proto_reg_handoff function) when other dissectors copy/paste, but it should make startup time a few microseconds better. This saves many dissectors the need to find the data dissector and store a handle to it. There were also some that were finding it, but not using it. For others this was the only reason for their handoff function, so it could be eliminated. Started by grepping call_dissector_with_data, call_dissector_only and call_dissector and traced the handles passed into them to a find_dissector within the dissector. Then replaced find_dissector with find_dissector_add_dependency and added the protocol id from the dissector. "data" dissector was not considered to be a dependency. It ends up dragging in libwireshark headers, which programs not linking with libwireshark shouldn't do. In particular, including <epan/address.h> causes some functions that refer to libwireshark functions to be defined if the compiler doesn't handle "static inline" the way GCC does, and you end up requiring libwireshark even though you shouldn't require it. Move plurality() to wsutil/str_util.h, so that non-libwireshark code can get it without include epan/packet.h. Fix includes as necessary. hf_ field name is the first part of the formatted string. This was all manual inspection and most cases were either: 1. Case sensitivity differences between hf_ field name and formatted string. 2. Hexadecimal and octal are unsigned. Don't let dissectors register signed fields (FT_INT*) to be displayed in hexadecimal (including HEX_DEC and DEC_HEX) or octal. Fix dissectors that do that mostly by changing the fields to unsigned though in PANA it appears the fields are meant to be signed so change those fields to be displayed in decimal. This fixes an assertion crash in hfinfo_numeric_format() if/when someone tries to create a filter using one of these mixed signed/unsigned fields (because that routine does not know how to present the user with a signed value in hex).
