The stats for mDNS and llmnr are pending. The change just resolves a bug
in the stats that are wrongly generated when the traffic is mDNS or LLMR.

Started by grepping call_dissector_with_data, call_dissector_only and call_dissector and traced the handles passed into them to a find_dissector within the dissector. Then replaced find_dissector with find_dissector_add_dependency and added the protocol id from the dissector.
"data" dissector was not considered to be a dependency.

Dissectors registered with SSL must be registered for Export PDU to
work properly. Otherwise the dissector name could be NULL, resulting
in a capture file that cannot properly be dissected.
Add an assertion to ssl-utils to catch this situation. Note that this
results in an "wmem_alloc: assertion failed: (allocator->in_scope)"
report because these functions are possibly called in the protocol
handoff routines... Can be fixed later.
The DNS dissector is fixed by merging the UDP/TCP dissectors into a
single dns handle which recognizes TCP and then assumes the length
prefix if TCP.

Add fields for the absolute time stamp (and another field for a presence
flag for the absolute time stamp) and the packet encapsulation for the
packet.
This lets us remove the field for the packet encapsulation in the
frame_data structure; do so.

The target here is the Decode As dialog where protocols have multiple registrations into a dissector table and that shows up as multiple entries in the Decode As dialog list with the same name so users are unsure which "dissector" they are choosing.
The "default" behavior (done in this commit) is to not allow duplicates for a dissector table, whether its part of Decode As or not. It's just ENFORCED for Decode As.

Move the boolean flag for using captured DNS packet info for name resolution
to the Name Resolution preferences settings, as it was rather surprising to
disable Name Resolution preferences and still have names being resolved. Also
disble them all if the '-n' command line switch is used, and re-enable it for
a 'd' character in the '-N' option.

Add the ability to set frame number types: none, request, or response.
Use the types to draw different related packet indicators in the packet
list.
Track the conversation in PacketListRecord. Use it to draw dashed lines
for unrelated frames.
Set frame number types for DNS and ICMP.
Instead of drawing a transparent QImage, alpha blend our foreground
color and draw directly in our painter. Blend more toward the foreground
color.
Add FRAMENUM_TYPE to checkAPIs.

The DNS packet's 3rd additional RR is a LOC RR.
In the LOC RR, Wireshark marks the Size field with meters unit.
However, the Horizontal and Vertical Precision fields have no units

Specifically:
- Set packet.h to be the first wireshark #include after
config.h and "system" #includes.
packet.h added as an #include in some cases when missing.
- Remove some #includes included (directly/indirectly) in
packet.h. E.g., glib.h.
(Done only for those files including packet.h).
- As needed, move "system" #includes to be after config.h and
before wireshark #includes.
- Rework various #include file specifications for consistency.
- Misc.
