Check the options in a BOOTP packet regardless of whether the protocol
tree is to be constructed or not; if it has the DHCP option, we want to mark the packet as DHCP even if we're not constructing the protocol tree. Extract the code to process Netware/IP suboptions into a separate routine. svn path=/trunk/; revision=2129
