Create a new "Wireshark utility" library and move the mpeg-audio stuff from
wiretap to this new libwsutil. This solves
http://bugs.wireshark.org/bugzilla/show_bug.cgi?id=1677 by making libwireshark
no longer depend on libwiretap.
