sgsn: replace variable gb_idx with ran_index
Since gb_idx also been used for Iu connection, rename the variable to ran_index. Be consistent and use the same variable name everywhere. Change-Id: Ia119feee6a442c76dc337e75c07f4a385cd5e1df
