This changes over to the new libosmo-sigtran API with support for proper SCCP/M3UA/SCTP stacking, as mandated by 3GPP specifications for the IuCS and IuPS interfaces. Only the ASP (client) is used, assuming that both the HNB-GWs and RNCs as well as the MSCs and SGSNs are all connecting as ASP to some STP/SGW which offers M3UA server functionality as well as point-code and/or global title based routing. Add flag patched_first_rtp_payload to mgcp_rtp_state to detect the first RTP payload on a stream, and overwrite its first bytes with e400. This should probably be configurable, but seems to not harm other femto cells (as long as we patch only the first RTP payload in each stream). Only do this when sending to the BTS side.
