I'm not sure if that is an abnormal condition or not, but it seems
that lchan state and type have to be none for the lchan to be
considered idle.

This was done with sed on the files.

libosmogsm is a new library that is distributed in the libosmocore.
Now, openbsc depends on it. This patch gets openbsc with this
change.
This patch also rewrites all include path to the new
osmocom/[gsm|core]
