[misc] Search for the crypt symbol to conditionally enable crypt in VTY
It will define -DVTY_CRYPT_PW= if crypt is found. If -lcrypt is
needed, $(LIB_CRYPT) will be -lcrypt.
Compiles on OS X and Linux and reenables crypt.
