iu_client: introduce a cut at L2neels/iu_client
For inter-MSC handover in osmo-msc, the L2 RANAP packets may need to be
forwarded to a remote MSC. Hence we need a way for osmo-msc to handle the RANAP
messages independently from the SCCP connection.
