repo-install-test: docker: add --tmpfs /run/lock
Make the script work on a debian10 host. I had developed it initially on
debian9, where this was not necessary, and the Jenkins servers are also
running debian9. Fixes:
Failed to mount tmpfs at /run/lock: Permission denied
[!!!!!!] Failed to mount API filesystems, freezing.
Freezing execution.
