Add a new (skeleton of a) USB CCID class driver
This tries to implement a USB CCID (Chip Card Interface Device) Class core driver in "ASF4 style". Code is currently mainly untested. Change-Id: Ia4d8a6cdc3de26fdc83dcbf89db894b513915a9a
