BS Power Control Loop: Support EWMA average algo for RxQual meas
params->rxqual_meas.upper_thresh is left unchecked in lchan_bs_pwr_ctrl() on this commit on purpose, to keep this commit with old behavior wrt to algo logic. Change-Id: If7e3987df89d680cfa443195ab2f225681d0e6cf
