doc: rsl: add RSL_IE_IPAC_RTP_CSD_FORMAT
Add documentation for rsl_ipac_rtp_csd_format_d/_ir from
libosmocore.git, include/osmocom/gsm/protocol/gsm_08_58.h and
wireshark.git, epan/dissectors/packet-rsl.c.
