abis_rsl: Add mandatory IE for Ericsson RBS2000 PDCH activation
We need to include the RSL_IE_ACT_TYPE Information Element with
the proprietary coding 0x0F for "packet channel related activation"
in order for the RBS2xxx to accept this message
