add tests/vty: VTY UI transcript testing

Add ss7_asp_vty_test, a shim test program with the sole purpose of exposing the
cs7 VTY nodes.

Add ss7_asp_test.vty, transcript for verifying VTY nodes using above program.

Add --enable-external-tests to configure.

Run jenkins.sh with --enable-external-tests.
