Fix encoding arg for various fcn calls:
- proto_tree_add_bits_item - proto_tree_add_bits_ret_val - proto_tree_add_bitmask - tvb_get_bits - tvb_get_bits16 - tvb_get_bits24 - tvb_get_bits32 - tvb_get_bits64 svn path=/trunk/; revision=39539
