ASTERIX: Bugfix in CAT021 V0.26 and V0.23

1. Fix scaling factor of I021_165_ROT from 1.0 to 1.0/4.0
2. Fix length of spare bit in I021/165
3. Fix mask of &hf_021_165_TI from 0x80 (1bit) to 0xc0 (2bits)
