BTS_Tests: fix both TC_si_sched[_13_2bis_2ter]_2quater
The current definition of the SI2quater Rest Octets is incomplete. In particular, the missing part is Repeated UTRAN FDD/TDD Neighbour Cells structure, for which 3GPP came up with a very tricky encoding. Given that both test cases checking scheduling of the SI messages and not their content, let's simply use different SI2quater samples containing E-UTRAN Parameters Description instead.
