RFC1144: add slhc code from linux kernel
SLHC is an Implementation of RFC1144 TCP/IP header compression. We will need
RFC1144 compression to compress GPRS TCP/IP traffic. The implementation pushed
with this commit was taken from:
git://git.kernel.org/pub/scm/linux/kernel/git/stable/linux-stable.git
