move to libcommon-cs: network VTY that isn't BSC-specific
Keep only BSC specific bits of the 'network' VTY node in bsc_vty.c, move more general VTY commands to common_cs_vty.c. Add arg to common_cs_vty_init() to pass a config_write_net() function. Pass a libbsc specific config_write_net() function. Future: upcoming omso-cscn will re-use the VTY bits moved to libcommon-cs and pass a different config_write_net() function.
