ctrl: use generic IPA socket infrastructure available in libosmo-abis
This patch puts libctrl into diet by using the generic IPA socket infrastructure available in libosmo-abis. We save 93 lines of code with this and we remove the use of the deprecated socket infrastructure like make_sock(...).
